Overview
Fail closed when capability evidence is absent.
The ingress detects material triggers, validates per-family signals, schedules families by activity, staleness, proof debt and authority proximity, and refuses to skip compress, active and propagation boundaries. A material trigger with no family binding is rejected. Background opportunity handling defaults to hold when authoritative capability, reachability or health evidence is absent.
