Across frontier providers, a visible effort or thinking control is not a universal unit of computation. Similar labels map to different mechanisms: reasoning depth, token allowance, tool iteration, collaborator count. Mediator therefore owns a provider-independent governor and translates intent through model-specific adapters.
Overview
Watch. Standard. Escalated. Exceptional.
Lifecycle and intensity stay separate. Watch is a background condition, not a weak reasoning setting. Start and propagation are transient phases, not quality tiers the operator picks. The durable modes are Watch, Standard, Escalated and Exceptional. The governor is a thin control-plane primitive. If it grows into a second architecture that duplicates AOS authority, that growth is a design failure.
Standard
Default material work.One primary family, bounded adjacent fan-out, normal contradiction search, adapter-selected provider control.
Escalated
Unresolved contradiction, high proof debt, several families implicated, or publication approaching.Broader traversal, stronger reproduction, deeper ancestry.
Exceptional
Authority-critical transition, state-integrity risk, major public claim, or a candidate that could replace a trunk law.Exhaustive bounded falsification, triangulation, explicit cost receipt, mandatory propagation after settlement. Not a permanent quality setting.
Adapter law
No adapter may claim equivalence because two providers expose the same label.Receipts record provider, requested intensity, emitted control, mapping fidelity, observed use, and whether extra effort retired material uncertainty.
Opportunity gate
Hold, light or full work given current capability, health, headroom, incidents and cost pressure.Node identity alone is not evidence of current capability.
Hypothesis
Adaptive escalation from Standard to Escalated to Exceptional, using family activity, proof debt and authority proximity, will match or beat maximum-effort-by-default at lower average compute cost.
Falsifier
If fixed maximum effort consistently produces better closure with no meaningful latency or cost penalty, adaptive escalation is unnecessary complexity and must be simplified or removed.
Proof state
Public provider-control mapping is closed for the target set.Abstraction and operator vocabulary are implemented. Live cross-provider calibration is not yet run. Empirical thresholds remain bootstrap policy, not measured truth. Runtime daemon is not yet live.
Proof
Implementation is not live.
Artifacts are not promoted to live or proven without compile, runtime, provider and telemetry receipts. Calibration numbers stay labeled as bootstrap until signed receipts replace them.
